President Moon Jae-in and President-elect Yoon Seok-youl met on March 28. President-elect Yoon mentioned the relocation of the presidential office and said, “This time, I really want to do this.” President Moon said, “I think the decision on where to relocate the presidential office is one that should be made by the next government,” and added, “We will carefully examine the budget for the relocation plan and cooperate.” Yoon said, “We will continue to implement the successful policies and improve the policies that were less successful.” The two men did not discuss a special pardon for former President Lee Myung-bak. The meeting took place nineteen days after the election, the longest time before the first meeting between a president and a president-elect.
President Moon and President-elect Yoon met for a dinner at Sangchunjae in Cheongwadae and spoke for two hours and thirty-six minutes. It was the longest meeting between a president and a president-elect. The Cheongwadae Chief of Staff Yoo Young-min and Yoon’s chief of staff Chang Je-won were present.
After the meeting, Chang relayed the words of Yoon on the relocation of his office and said, “He said that this time, he really wanted to do this.” Chang also said, “President Moon mentioned that the decision on the relocation of the presidential office was solely up to the next government and said he would accurately examine the budget and cooperate.”
According to Chang, the two men did not discuss any details about the second supplemental budget to support small business owners and self-employed business owners but agreed to continue working-level discussions on this issue. As for the presidential appointments near the end of President Moon’s term, Chang said, “They agreed that Senior Secretary for Political Affairs Lee Cheol-hee and I would continue to discuss this at the working level.”

Chang conveyed the words of President Moon on the nation’s fight against COVID-19, who said, “We have been breathlessly working to tackle this problem, and we will work to manage the COVID-19 problem well during my term. I believe the transition of the government is the biggest task. We will do our best to do a good job and hand it over to the next government.” As for national security, Chang said, “We decided to do our utmost to discuss the issue of national security to prevent any absence during the government transition process.”
Chang described that the mood during the meeting was good although there was no written agreement. According to Chang, the president sincerely congratulated Yoon on his election victory and said, “There can be competition between political parties, but it is natural for presidents to wish each other success.” Yoon responded by expressing his gratitude and said, “State administration is an accumulated outcome.
