Rainwater flows into a construction site for the Busan Metro in Sasang District, Busan, on July 14, following heavy downpours, in this photo provided by the Busan Metropolitan City Fire and Disaster Headquarters.
Heavy rainfall from the night of July 13 through the 14th caused flooding and led to the evacuation of residents in several southern regions of Korea, including Busan, South Gyeongsang, North Gyeongsang, and South Jeolla provinces. According to the Ministry of the Interior and Safety, as of 6 a.m. on the 14th, 270 people had been temporarily evacuated due to the downpours. No casualties have been reported.
In Busan, total rainfall reached 192.5 millimeters in Sasang District, 177.5 millimeters in Saha District, 171 millimeters in Busanjin District, 169.5 millimeters in Buk District, and 164.5 millimeters in Geumjeong District, which saw a peak hourly rainfall of 56 millimeters.
The city received 89 reports of weather-related damage, including road flooding, sewer overflows, and leaks. At around 11 p.m. on the 13th, rainwater entered Sasang Station on Busan Metro Line 1, prompting drainage efforts by Busan Transportation Corporation staff.
Although the initial drainage was completed in about 30 minutes, at 1:16 a.m. on the 14th, additional emergency drainage was needed after water gushed like a waterfall into a construction section of the Sasang–Hadan Line in Gwaebeop-dong, Sasang District. Elsewhere in Busan, 60 residents from 38 households in Dong District and Busanjin District evacuated to relatives’ homes or nearby lodgings.
In South Gyeongsang Province, authorities received 44 rain-related reports. At around 5:40 p.m. on the 13th, a car skidded on a rain-soaked road in Masanhappo District, Changwon, causing minor injuries to two people. By 8 p.m., 73 residents from 36 households in Hadong and Sancheong counties evacuated to village halls and other shelters, while access to about 70 areas, including trails and bridges, was restricted.
In North Gyeongsang Province, heavy rainfall was recorded in areas such as Cheonbu on Ulleungdo Island (153.0 millimeters), Gyeongju (142.7 millimeters), and Guryongpo in Pohang (122.0 millimeters). As a result, 100 people from 85 households in high-risk areas across Uljin, Yeongyang, Sangju, Yeongju, and Gyeongju were evacuated. Six roads and three riverside parking lots were closed, and ferry operations between Ulleungdo, Dokdo, and Mukho were temporarily suspended.
Most heavy rain advisories in these regions were lifted by the morning of the 14th. However, in the afternoon, the rain clouds moved northward, bringing torrential rain to Daejeon and parts of South Chungcheong Province. The resulting flooding damaged homes and stores. According to local fire departments, 27 storm and flood-related reports were filed after 3 p.m., 23 in Daejeon and four in South Chungcheong Province.
The Ministry of the Interior and Safety activated Level 1 operations of the Central Disaster and Safety Countermeasures Headquarters and urged related agencies to respond thoroughly to minimize damage.
Kim Min-jae, head of the Central Disaster and Safety Countermeasures Headquarters and acting Minister of the Interior and Safety, emphasized the “need for preemptive safety measures, including advance access restrictions and real-time weather updates, to prevent visitors to valleys and rivers from being stranded or injured by sudden flooding.”
