President Lee to Prime Minister Carney: "Strategic partners”

On the 30th, in a summit with Canadian Prime Minister Mark Carney, President Lee Jae-myung said regarding Korean companies being selected as preliminary bidders for Canada's next-generation submarine procurement that he "hopes South Korea will help Canada rapidly secure capabilities and strengthen its defense-industrial capacity." The two countries issued a joint statement reaffirming that they are strategic partners in defense and security. Prime Minister Kim Min-seok accompanied Prime Minister Carney on an inspection of the Hanwha shipyard in Geoje, while First Lady Kim Hea Kyung carried out social engagements with the prime minister's spouse. It is seen as President Lee, the first lady, and the prime minister waging an all-out effort over Canada's $45 billion (60 trillion KRW) submarine program.
President Lee held the summit that day at a hotel in Gyeongju with Prime Minister Carney, who visited Korea to attend the Gyeongju Asia-Pacific Economic Cooperation (APEC) summit. In opening remarks, President Lee said, "Canada and the Republic of Korea have a very special relationship," adding, "During the Korean War, you dispatched an enormous force of 27,000 troops and even suffered close to 400 casualties in the effort for a free Republic of Korea." President Lee also highlighted cultural exchange between Korea and Canada, mentioning Korean Canadian director Maggie Kang of <K-pop Demon Hunters>.
In the closed-door portion of the meeting, President Lee referenced the selection of Korean companies as final bidders in Canada's next-generation submarine procurement and, according to presidential spokesperson Kim Nam-joon's briefing, stated that he "hopes South Korea will actively contribute to helping Canada rapidly secure capabilities and strengthen its defense-industrial capacity." Prime Minister Carney responded, "We are well aware of Korea's submarine technology and capabilities," and added, "Through today's tour of the Geoje shipyard, I look forward to seeing firsthand Korea's shipbuilding prowess, which is among the best in the world."
Canada is pursuing a submarine tender project totaling $45 billion (60 trillion KRW). Hanwha Ocean and HD Hyundai Heavy Industries, along with Germany's Thyssenkrupp Marine Systems, have made the final shortlist.
The two leaders agreed that there is significant room for joint advancement in defense beyond submarines and decided to establish a separate consultative body led by the relevant ministries to promote defense-industry cooperation. In the joint statement released after the talks, they underscored their strategic partnership in defense and security and welcomed the establishment of the ‘KoreaCanada Security and Defense Cooperation Partnership,’ which Canada is announcing for the first time with a country in the Indo-Pacific region. The leaders also said negotiations on the countries' ‘Agreement on the Protection of Classified Military and Defense Information’ have been substantively concluded. They noted that, once this agreement takes effect, it will create a legal foundation to bolster cooperation in defense procurement, the defense industry, and operational coordination. The two leaders further "reaffirmed their continued commitment to complying with United Nations Security Council resolutions related to North Korea and to the complete denuclearization of the Korean Peninsula."
Protocol for the Canadian leader and spouse was top tier as well. At the leaders' luncheon, a five-course menu featured dishes combining key ingredients from both countries, beginning with appetizers such as chilled seafood with Canadian maple syrup sauce and including Canadian lobster and tenderloin steak from Gyeongju. A specially crafted nonalcoholic toast drink called ‘Promise of Wolji,’ made with Korean ginger syrup and pear, was served.

On the previous day, the first lady watched a hanbok fashion show with Diana Fox Carney, the prime minister's spouse, and continued social engagements on this day with a conversation at the Gyeongju National Museum. In the afternoon, Prime Minister Kim accompanied Prime Minister Carney and Hanwha Group Vice Chair Kim Dong-kwan on a tour of the Hanwha shipyard in Geoje. Prime Minister Carney said, "A larger and deeper relationship with Hanwha is far more important," adding, "I came by helicopter and was able to see what I had anticipated. The scale of the work is tremendous."
