U.S. President Donald Trump, who held talks with Chinese President Xi Jinping in Busan, said, “President Xi said he would work to eradicate fentanyl.”

On the 30th, speaking to reporters aboard his plane back to the United States at Gimhae Air Base in Busan, President Trump said, “President Xi said he would work very hard to eradicate fentanyl,” and announced that he would cut the so-called ‘fentanyl tariff’ to 10% from the current 20%.

President Trump said, “The rare earth issue has been fully resolved.” He said China agreed to defer rare-earth export controls for one year and that he expects the deferral to be extended annually thereafter.

President Trump also added, “We agreed on many elements. [China] agreed to immediately purchase enormous quantities of soybeans and other agricultural products.”

However, regarding trade talks, he said, “I cannot say that everything was discussed.” He did not say whether they agreed to further extend the U.S.-China ‘ultra-high tariff suspension’ period, which expires in mid next month.

President Trump said he is scheduled to visit China in April next year, after which President Xi will make a return visit to either Palm Beach, Florida, or Washington.

Regarding his meeting with President Xi, he rated it “12 out of 10.” He said, “I think it was an amazing meeting,” and, “We reached agreements on almost everything in a very acceptable form. Many decisions were made, and there is not much left.”

On the aborted meeting with North Korean State Affairs Commission Chairman Kim Jong-un, President Trump said, “I was too busy to speak with Chairman Kim,” adding, “I will come back. I will come back with regard to Kim Jong-un.”

Asked what he would like to discuss with Chairman Kim, he replied, “I had a very good relationship with Kim Jong-un.” He continued, “If I had not been elected in the 2016 U.S. presidential election, Hillary Clinton (former secretary of state) would have been, and he (Kim Jong-un) does not like her. In fact, he does not like many people other than me,” and, “I think a big war would have broken out. It could have been a very terrible war.”

When asked about the outcome of discussions on semiconductors, he said, “We discussed chips. China will discuss chip supplies in China with Nvidia and other companies,” adding, “I will speak with Jensen (Huang, CEO) of Nvidia, but we will see whether China can do it in consultation with Nvidia or not.” This is interpreted to mean that China will negotiate directly with Nvidia on domestic semiconductor chip supplies.

Asked whether they discussed a lower-tier version of the artificial intelligence (AI) accelerator Blackwell, he answered, “Not Blackwell. We did not discuss the Blackwell that just came out yesterday.”

He said the two leaders agreed to cooperate to stop the Russia·Ukraine war, and that they did not discuss the Taiwan issue.
