Starting on the 18th, the government will begin paying a second round of high oil price relief of 100,000 to 250,000 won to 70% of the public. The total number of recipients is about 36 million, and households with high-value assets are excluded. You can confirm whether you are eligible via the ‘National Secretary’ service.

On the 11th, the government, together with relevant ministries, announced this plan for the second round of high oil price relief payments.

Applications for the second round of high oil price support are open from the 18th through July 3. The amount is 100,000 won per person for residents of the Seoul metropolitan area, and 150,000 won for residents outside the metropolitan area. In depopulating regions, residents of preferential support areas receive 200,000 won, and residents of special support areas receive 250,000 won.

Eligibility is based on health insurance premiums billed in March. For single-income households with employee subscribers, households qualify if their premiums are at or below 130,000 won for one person, 140,000 won for two, 260,000 won for three, and 320,000 won for four. For local subscribers, the thresholds by the same household sizes are 80,000 won, 120,000 won, 190,000 won, and 220,000 won or less.

For multi-income households (e.g., dual-income), the threshold amount is applied by adding one person to the household size compared with the single-income criteria. For example, a four-person household including two employee subscribers is evaluated not by the four-person employee-premium threshold of 320,000 won, but by the five-person threshold of 390,000 won or less.

High-asset households are excluded from eligibility. This applies if the household members' combined 2025 property tax assessed base exceeds 1.2 billion won, or if their combined 2024 financial income exceeds 20 million won. A 1.2 billion won assessed base corresponds to a disclosed value of about 2.67 billion won for a single-home owner. Financial income of 20 million won corresponds roughly to deposits of 1 billion won at an annual 2% interest rate, or investments of 1 billion won at a 2% dividend yield. The excluded group is estimated at about 937,000 households, or roughly 2.5 million people.

You can check your eligibility via the ‘National Secretary’. Lee Se-ran, First Vice Minister of the Ministry of Health and Welfare, said, “If you sign up for the ‘High Oil Price Relief Payment’ notification service in National Secretary, you can receive guidance on your eligibility and amount, how to apply, the usage deadline, etc., two days before the application date (on the 16th if applying on the 18th).”

Other details such as application methods, where it can be used, and the usage deadline are the same as in the first round. For both online and offline applications, during the first week a day-of-week system applies based on the last digit of the year of birth. Those who were eligible in the first round but did not apply during the first application period may apply during the second period.

The area where the high oil price support can be spent is limited to the local government with jurisdiction over the address, in line with the intent to help local small businesses. For those who receive the funds as a local gift certificate, they can be freely used at affiliated merchants within the jurisdiction whose annual sales are 3 billion won or less. The deadline to use the 1·2 round funds is August 31, and any unused funds will expire.
