It has been found that Kim Hyun-tae, an independent candidate running in the Incheon Gyeyang-eul National Assembly by-election held alongside the 6·3 local elections on the 3rd, was unable to exercise his voting right in the constituency where he is running.
According to the National Election Commission and others, the address of candidate Kim is recorded as ‘Eosa-daero, Gyeyang-gu’.
This address is in Gyesan 1·3-dong and currently belongs to the Gyeyang-gap constituency.
The Gyeyang-eul constituency where he is running as an independent comprises Gyesan 2-dong, Gyesan 4-dong, Jakjeon-seoun-dong, and Gyeyang 1∼3-dong, among others.
Although Kim registered as an independent candidate in the Gyeyang-eul National Assembly by-election, he does not have the right to vote in the constituency where he is running.
In National Assembly elections, a person may run regardless of registered address, but the right to vote is granted only to residents of the relevant constituency.
Earlier, during early voting on the 29∼30 of last month, Kim stated that he would cast his ballot on election day.
Kim is a figure who was deployed to the operation to control the National Assembly under the command of former Army Special Warfare Command commander Gwak Jong-geun during the 12·3 martial law in 2024.
After the Ministry of National Defense convened a disciplinary committee in January and dismissed him, he ran in the Gyeyang-eul by-election, known as the constituency of President Lee Jae Myung.
Kim declared his bid for the Gyeyang-eul by-election, stating, “I will defend liberal democracy and the rule of law against a government built on lies and illegality.”
The Incheon Gyeyang-eul constituency where Kim is running is the former constituency of President Lee Jae Myung. Three candidates are running in this by-election, including Kim Nam-jun of the Democratic Party and Sim Wang-seop of the People Power Party.
